Job Description

Since its founding in 1985, Queen of Peace Center (QOPC) has been providing family-centered behavioral healthcare for women, children, and families. As a member of the Federation of Catholic Charities, we serve the metropolitan and surrounding St. Louis area through four core programs: prevention, education, treatment, and housing.

Position Summary

Catholic Charities of St. Louis, Queen of Peace Center is seeking a Community Behavioral Health Liaison (CBHL).

The Community Behavioral Health Liaison (CBHL) coordinates care and connects justice-involved adults with complex mental health and/or substance use needs to behavioral health services and community resources.

Using a person-centered, trauma-informed approach, the CBHL partners with law enforcement, courts, providers, and community organizations to improve service access, support crisis response, enhance system coordination, and promote positive individual and public safety outcomes. OVERVIEW & RESPONSIBILITIES

Serve as the primary liaison between behavioral health providers, law enforcement agencies, courts, jails, and other community partners to improve coordination of care and service access.

Coordinate referrals, treatment linkage, and care transitions for justice-involved individuals with behavioral health and substance use needs.

Identify and address system barriers through collaboration, problem-solving, and stakeholder engagement.

Provide education, consultation, and resource information to law enforcement, court personnel, and community partners regarding behavioral health services and crisis response options.

Assist with civil commitment procedures and facilitate access to inpatient psychiatric placement when clinically appropriate.

Support officer wellness initiatives and promote awareness of available behavioral health resources.

Participate in local and statewide Crisis Intervention Team (CIT) activities, meetings, training events, and conferences.

Maintain timely, accurate, and complete documentation, referrals, and service data within Care Manager and other required systems.

Attend and successfully complete all required CBHL, CIT, and state-sponsored training requirements.

Other duties as assigned.

Knowledge & Experience Requirements

Master's degree in Social Work, Counseling, Psychology, Marriage and Family Therapy, or a closely related behavioral health field from an accredited college or university.

Must meet Missouri qualifications as a Qualified Mental Health Professional (QMHP) or Qualified Addiction Professional (QAP).

Knowledge of behavioral health systems, crisis response services, civil commitment processes, and justice system operations.

Ability to complete Crisis Intervention Team (CIT) training within six (6) months of hire.

Proficiency in crisis intervention, care coordination, professional presentations, and clinical documentation.

Valid driver's license (MO residents require Class E), personal vehicle, and current auto insurance, and ability to travel within the service area as required.

Preferred Qualifications

Experience working within behavioral health, law enforcement, court, correctional, or crisis response settings.

  • Familiarity with MOConnect, 988, Mobile Crisis Response, and other community behavioral health resources.
  • Current Missouri Notary Public certification or ability to obtain certification within six (6) months of hire.
  • Training or experience in officer wellness initiatives, SIM Mapping, DEFENSE, or similar system-intervention models.
  • Experience providing trauma-informed care coordination and community-based behavioral health services.

Maintains accurate and timely documentation with minimal data-entry errors and compliance with agency and state reporting requirements.

Effectively prioritizes competing demands and manages referrals, care coordination activities, and follow-up responsibilities within established timelines.

Demonstrates sound judgment, conflict resolution, and problem-solving skills when addressing service barriers and complex community situations.

Applies cultural humility, trauma-informed practices, and person-centered approaches when engaging individuals and partner organizations.

Consistently attends and participates in required meetings, training programs, conferences, and collaborative initiatives.

Supports continuous improvement efforts by identifying service gaps and contributing solutions that enhance system coordination and client outcomes.

Resources for Which Accountable

Community referral network, including relationships with behavioral health providers, law enforcement agencies, courts, jails, crisis response services, and other partner organizations.

Accuracy, timeliness, and completeness of referral, care coordination, and outcome data maintained within Care Manager and related reporting systems.

State-funded CBHL program requirements, including compliance with training standards, reporting expectations, and participation in local and statewide CIT activities.

Pre-Employment Screening

All candidates receiving an employment offer must submit a pre-employment screening.

The screenings will include criminal background check and other background checks (as needed), Family Care Safety Registration, drug screen, an employment and education or licensure/certification verification, and Covid-19 and Influenza vaccination.

Various positions will require physical examination, Tuberculosis screening and Hepatitis A. All offers are contingent upon successful completion of required screening.
