Job Description
This position would start on January 2, 2027. TCHD offers health insurance, paid vacations, paid holidays, a retirement plan, sick time, and life insurance. A flexible schedule of 30-35 hours per week is negotiable.
Required Qualifications
Must hold an active, unrestricted Registered Nurse (RN) license in the State of Ohio.
Bachelor’s degree in Nursing or related field from an accredited program and five years’ experience in public health nursing or community health experience with demonstrated increasing responsibility.; OR a Master’s degree in Nursing, Public Health or related field and three years’ experience in public health nursing or community health with demonstrated increasing responsibility.
Three (3) years of supervisory or management experience, preferably within a public health, healthcare, or community-based setting.
- Experience in grant development, implementation, reporting, and compliance oversight.
- Must have a valid driver’s license.
Understanding of Ohio Administrative Code (OAC) and Ohio Revised Code (ORC) law regarding disease investigation.
Working knowledge of accreditation best practices, preferably Public Health Accreditation Board processes, standards, and measures.
The following must be acquired and maintained. These credentials are not required upon initial hire, but must be acquired after hiring within 12months. Training will be provided for all of these credentials.
Have or acquire certification in National Incident Management Systems (NIMS) Incident Command Systems (ICS) levels 100, 200, 300, 400, 700, 800 within 12 months of hire.

Ability to efficiently multi-task in a public health environment. Proficiency with use of PC hardware and basic software (i. e., Microsoft Office), email, and office equipment (i. e., copier, fax, scanner, telephone, etc.).
Excellent customer service, verbal and written communication skills, and effective presentation skills, good interpersonal relationship skills including cultural sensitivity and competence.

Position Summary
As a member of the Tuscarawas County Health Department's senior leadership team, and under administrative supervision from the Health Commissioner, the Director of Nursing (DON) is responsible for the Public Health Nursing Programs and Public Health Medical Office Services.
The DON also performs Public Health Accreditation Board (PHAB) duties and responsibilities, strategic planning activities and performance management, as assigned. Works in collaboration and consultation with the Medical Director to assess, plan, organize and implement medical services.
Seeks, writes, and implements grants for the community health program. Direct supervision of staff.
Oversees organizational compliance with local, state, and federal regulations. Collaborates with other service units, outside agencies and the public. Exercises delegated authority to make operational, staffing, and programmatic decisions within approved budgets, policies, and regulatory frameworks.
The employee receives periodic review and appraisal of performance plus functional and administrative supervision. The employee must exercise independent judgment in performance of duties. The employee will be responsible for confidential and personal information and must adhere to the confidentiality and privacy policies of the department.
Essential Duties and Responsibilities
Analytical/Assessment
Assist in the implementation of community health assessments (CHA) and community health improvement plans (CHIP); distinguish between quantitative and qualitative community assessment data; understand incidence and prevalence data; ability to access community epidemiological data.
Participate in the analysis of data to identify trends, health problems, environmental health hazards, and social and economic conditions that adversely affect the public’s health.
Conduct comprehensive reviews of scientific evidence related to public health issues, concerns, and interventions.
Present and interpret demographic, statistical, programmatic, and scientific information to professional and lay audiences.
Policy Development and Program Planning
- Plan, implement, and administer the community health programs of the Department.
- Ensure the quality of nursing care delivered.
- Develop and/or revise existing policies and procedures for the Bureau.
- Coordinate grant development and administration, including proposal writing, budget development in collaboration with fiscal staff, implementation oversight, reporting, and compliance monitoring for nursing and clinical programs.
- Develop methods of providing service and patterns of staffing.
- Assign locations and schedules of nursing staff.
Advises the Health Commissioner and senior leadership on nursing, clinical policy implications and operational impacts.
Communication and Cultural Competency
- Treats others with courtesy and respect in all interactions.
- Utilizes appropriate methods for interacting effectively and professionally with persons of all ages, cultures, socioeconomic status, educational, racial and ethnic backgrounds, sexual orientations, lifestyles and physical abilities.
- Adhere to ethical principles in the collection, maintenance, use, and dissemination of data and information.
- Perform nursing public relations and marketing activities.
- Deliver targeted, culturally appropriate information to help individuals and groups understand public health nursing policies, regulations and code.
- Educate local and state policy makers and community stakeholders on public health issues.
Community Dimensions of Practice
Work collaboratively with the Medical Director to enhance delivery of services and implement joint services.
Serve as a professional representative of the Tuscarawas County Health Department to the Board of Health, community partners, and external stakeholders on matters related to public health nursing and clinical services.
Public Health Sciences
Develop nursing service protocols and maintain systems for recording program data.
Ensure the Bureau of Community Health Services is in compliance with relevant state public health practice guidelines, community standards of care, and Federal and State laws and regulations.
Provide clinical oversight to ensure nursing practice aligns with professional standards, scope-of-practice requirements, and applicable regulatory guidance.
Organize and lead response teams to prevent, minimize, and contain adverse health events and conditions resulting from communicable diseases; food-, water-, and vector-borne outbreaks; chronic diseases; environmental hazards; injuries; and health disparities.
Evaluate outcomes of public health interventions and collaborate with appropriate personnel to make changes as necessary.
Collaborate in the development of and contribute to individual, team, and departmental goals, and provides leadership and accountability for Quality Improvement (QI), Performance Management (PM) within the nursing department.
Perform public health emergency response duties as assigned and consistent with job classification, training, and incident command framework.
Financial Planning and Management
- Assist in monitoring and overseeing budget activity, including recommending modifications when needed.
- Manage daily budgeting activities, including securing quotes, requesting purchase orders, and approving invoices within delegated authority.
- Responsible for approving/denying leave and travel requests.
- Coordinate with administration to secure Board of Health approval of contracts/grants.
Supervision & Workforce Management
- Supervise the Bureau of Community Health Services.
- Evaluate work performance.
- Provide leadership and supervision to staff in the performance of assigned duties and responsibilities.
- Interview applicants for vacancies and recommend selection.
Proficiency in recruitment, orientation, training, operations, evaluation of work performance, management, and supervisory principles, methodologies, tools and techniques.
Formulate performance improvement plans (PIPs) and initiate personnel actions in accordance with organizational policies and guidelines.
- Ensure consistent and equitable compliance with Department policies and procedures.
- Assign, coordinate and evaluate employee work assignments in accordance with departmental and organizational policies.
- Assist in resolving problems and answering questions from staff.
- Develop and implement workforce development plans

Adhere to applicable State and Federal standards, such as those concerning exposure to bloodborne pathogens, toxic substances, airborne pathogens, or exposure to other hazards during routine assignments or assignments during public health emergencies.
Assume responsibility for own professional growth and development by pursuing education and participating in professional committees and work groups.
