Job Description
Position Summary
Under the administrative direction of the Chief Executive Officer (CEO), the Chief Nursing Officer (CNO) serves as the highest-level senior manager over various nursing-related patient care departments/units within Greater El Monte Community Hospital.
The CNO manages, directs, plans and coordinates the functions and activities of assigned areas; oversees and administers assigned patient care programs and services; assists the hospital’s CEO and hospital’s Board of Directors and other corporate administrators in the development, formulation and implementation of hospital strategic plans and serves as part of the hospital’s senior management team.
The CNO may act for the Chief Executive Officer in his/her absence; provides direct input regarding the organizational structure of the hospital; provides expert professional assistance to hospital executives regarding nursing-related matters; and performs other related duties as assigned.
Participates in executing administrative decisions as these functions relate to and impact the provision of total patient care.
Works collaboratively and cooperatively with all departments and with members of the Medical Staff to accomplish the strategic goals and to achieve and enhance the mission of Greater El Monte Community Hospital.
Creates and maintains an ambiance that encourages, practices and exudes the best efforts of professional nursing standards. Promotes efficiency through sound and effective cost measures with a primary focus on providing quality health care.
This position requires the full understanding and active participation in fulfilling the Mission of Greater El Monte Community Hospital. It is expected that the Chief Nurse Officer demonstrates behavior consistent with the Core Values. The Chief Nurse Officer shall support Greater El Monte Community Hospital’s strategic plan and the goals and direction of the Performance Improvement Plan (PIP).
Responsibilities
Tasks/Duties/Responsibilities
The incumbent provides executive-level leadership for the nursing department and patient care. The incumbent directs services in all areas/departments where nursing care is provided.
In coordination with Nursing Services Department Managers and Directors ensures appropriate nurse staffing and clinical care is provided per regulatory and hospital policies.
Establishes and directs the nursing model; reviews and evaluates administrative and clinical nursing procedures within the hospital; directs and oversees the development and implementation of clinical and operational policies, procedures and standards, including quality assurance activities, for assigned areas; initiates change as needed.
Works collaboratively with Human Resources (HR) and Recruitment. Adheres to HR policies and procedures, Compliance with Code of Conduct, Work Rules, and Policy 402 - Policy Against Discrimination Harassment and Retaliation. Establishes and communicates clear objectives and goals for the staff of the nursing department.
Monitors patient satisfaction scores regularly to ensure that Greater El Monte Community Hospital meets the goal of acquiring and maintaining a HCAHPS score above the California average. Addresses patients’ complaints timely and effectively.
Ensures that all nursing department and employees adhere to established patient satisfaction programs. This position participates with members of governing board, medical staff, administrative team and hospital management in strategic planning.
The incumbent assures cooperation among clinical and support departments to meet patient care needs, establishes formal mechanisms for interdepartmental communication. This position participates in community activities.
The incumbent is responsible for keeping abreast of relevant issues that impact patient care and communicates to members of the administrative team.
Monitors and evaluates new or revised regulatory agency and industry laws, regulations and standards applicable to assigned areas and ensures that assigned activities comply with all requirements. The incumbent acts as a liaison between the medical staff and clinical departments.
The incumbent promotes an environment of cooperation with the medical staff and hospital clinical departments to ensure quality of care and ensure the patient’s needs are met.
The incumbent will resolve concerns brought to the attention of administration, The incumbent develops clinical operating budget with staff, monitors, analyses and implements controls to ensure that the nursing areas operate within the budget guidelines.
This position takes administrative call, may assume the administrative responsibilities of the facility COO in his/her absence. The incumbent maintains appropriate labor/employee relations.
This position hires, evaluates, develops, disciplines and terminates subordinate staff as appropriate to comply with hospital policy, applicable federal and state laws. The incumbent provides appropriate feedback to subordinate staff to motivate and ensure a positive morale in the unit.
The incumbent is responsible for ensuring development of professional staff on current nursing methods. This position establishes the functions and qualifications for nursing positions.
The incumbent develops staffing plans which assures cost-effective utilization of resources to meet patient care needs based on clinical assessment, utilizing data from performance improvement activities, patient satisfaction information, financial data, staff input and physician input.
This position assures staff competency as reported to the governing board, reviews and approves all competency-based job descriptions.
The incumbent participates in developing, implementing and evaluating programs to promote the recruitment, retention, development and continuing education of the nursing staff members and other disciplines that impact patient care.
The incumbent serves as coach and mentor for nursing leadership staff, facilitates professional development, fosters atmosphere of learning and innovation, develops nursing and managerial skills.
Provides ongoing effective leadership to ensure Greater El Monte Community Hospital continues to adapt, evolve, and grow to accommodate changes in the healthcare environmentDirects the development and implementation of an in-service training program; confers with education and training staff to ensure that the education and training needs for staff in assigned areas are met.
Establishes and communicates clear objectives and goals for each member of the Nursing leadership team and others under his/her direct supervision. This position works with Human Resources in establishing appropriate policies and procedures and in handling employee issues.
This position works with Human Resources in recruiting and retention of skilled nursing staffing. The incumbent establishes standards and ensures regulatory compliance. This position provides leadership to nursing and clinical departments to ensure compliance with licensing, regulatory and accrediting agencies.
This position assures that the practice of nursing is consistent with the State of California, Nurse Practice Act and in accordance with governmental regulatory agencies.
This position develops/approves organization-wide patient care programs, policies and procedures that describe how patient’s nursing care are assessed, evaluated and met, involves pertinent individuals/departments, obtains medical staff input/approvals as needed, assures that policies reflect the institution’s policies, medical staff bylaws and governing board decisions.
Assures that assigned departments are in compliance with hospital policies including, but not limited to: Human resources standards for orientation, evaluation, staff rights, EAP, drug-free workplace, IPN, leave of absence, and worker’s compensation.

The incumbent promotes quality patient care.
This position coordinates with the governing body, management, medical staff and clinical staff in planning, promoting and conducting hospital-wide performance assessment and improvement, reports findings to appropriate hospital, medical and governing board committees, establishes the nursing plan for performance improvement.
This position seeks opportunities to incorporate the ethical dimensions of nursing practice, health policy and organizational behavior in the strategic planning and decision-making processes; acts as an advocate for the patients, nursing/clinical staff, or medical staff as appropriate when faced with ethical questions and assists with mechanism to assure resolution.
The incumbent is responsible for directing the nursing departments in providing quality of care to patients. This position is responsible for promoting an environment of teamwork with the medical staff, hospital clinical departments to ensure quality of care and patient needs are met.
The incumbent is responsible for making rounds and visiting patients at least several times per week. This position assures the practice of nursing is consistent with the State of California Nurse Practice Act and in accordance with governmental regulatory agencies.
The incumbent is responsible for assuring the assigned departments are in compliance with hospital policies and procedures. The incumbent is responsible for assuring staff development and that they possess knowledge of current nursing methods.
The incumbent is accountable for meeting JCAHO requirements in the assigned departments. The incumbent is responsible for developing and mentoring staff to meet performance expectation. This position is accountable for meeting budgetary expectations.

Requirements
Candidates must hold a Bachelor's degree in Nursing and possess at least five years of progressive nursing leadership experience in an acute care hospital. A valid California Registered Nurse license, along with current BLS and ACLS certifications, is required.
