Job Summary: The Behavioral Health Clinical Quality and Care Coordination Manager serves as the Behavioral Health subject matter expert for clinical quality, patient safety, care coordination, documentation integrity, regulatory readiness, and performance improvement activities across the Behavioral Health service line.

The Manager supports the Director of Behavioral Health in identifying opportunities to improve quality, patient safety, care coordination, regulatory compliance, and service outcomes through data analysis, clinical review, staff education, workflow improvement, and performance improvement initiatives.

The position also supports Behavioral Health care coordination activities related to crisis services, hospitalizations, emergency department visits, transitions of care, and other high-risk patient situations requiring Behavioral Health expertise, coordination with clinical and community partners, and ongoing clinical oversight within the Behavioral Health service line.

The position reports to the Director of Behavioral Health and operates within NOAH's enterprise quality, risk, and compliance framework.

The Manager maintains required collaborative relationships with the Director of Nursing and Quality and the Director of Risk and Compliance to support organizational transparency, quality oversight, patient safety monitoring, and regulatory compliance.

Findings, trends, and significant concerns are communicated through established organizational reporting and escalation pathways to ensure independent oversight while preserving Behavioral Health accountability for service delivery and outcomes.

Supervisory Responsibilities: Directly supervise Behavioral Health Quality Specialist Coordinators, including assigning work, setting priorities, monitoring workload, and ensuring timely completion of quality, care coordination, documentation review, audit, investigation support, and reporting activities.

Provide day-to-day leadership, coaching, training, and performance feedback to promote accuracy, consistency, professionalism, confidentiality, and adherence to Behavioral Health quality and documentation standards.

Establish clear workflows, timelines, review processes, and quality controls for work performed by supervised staff. Participate in hiring, onboarding, performance management, employee corrective action, and employee development in collaboration with Human Resources and Behavioral Health leadership.

Promote a culture of accountability, transparency, continuous improvement, patient safety, and appropriate escalation.

Duties/Responsibilities: Serve as the Behavioral Health subject matter expert for clinical quality, patient safety, care coordination, documentation integrity, regulatory readiness, and applicable AHCCCS, Medicaid, payer, and organizational requirements.

Lead Behavioral Health quality review activities, including chart audits, documentation reviews, quality monitoring, trend analysis, and performance improvement initiatives.

Coordinate Behavioral Health activities related to the Incident, Accident, and Death (IAD) review and reporting process, including gathering information, entering and submitting required documentation, coordinating clinical review and follow-up activities, tracking reporting requirements, analyzing trends, and identifying opportunities to improve patient safety and quality outcomes.

Provide Behavioral Health subject matter expertise and coordinate Behavioral Health participation in reviews, investigations, and response activities related to incidents, adverse events, complaints, grievances, and quality-of-care concerns.

Oversee care coordination and follow-up activities related to crisis services, hospitalizations, emergency department visits, health plan notifications, transitions of care, and other high-risk patient situations.

Provide Behavioral Health care coordination support for patients experiencing crises, hospitalizations, emergency department visits, transitions of care, and other high-risk situations.

This work requires application of Behavioral Health knowledge, coordination with clinical teams, health plans, hospitals, crisis systems, and community partners, and ongoing clinical oversight within the Behavioral Health service line.

Assist with Behavioral Health responses to AHCCCS, payer, accreditation, and regulatory reviews and serve as a resource regarding applicable Behavioral Health requirements.

Provide consultation, education, and recommendations to support quality improvement, patient safety, care coordination, regulatory compliance, and service-line performance.

Oversee assigned Behavioral Health training compliance activities, including monitoring completion, identifying gaps, coordinating education, and reporting results.

Monitor Behavioral Health quality indicators and trends, identify quality and compliance risks, and support workflow improvements, staff education, quality improvement initiatives, and risk-reduction strategies.

Collaborate with Behavioral Health leadership and organizational quality, compliance, and risk resources and serve as a Behavioral Health representative on designated quality, patient safety, compliance, and performance improvement initiatives while supporting organizational standards, processes, and reporting requirements.

Maintain a collaborative working relationship with the Director of Nursing and Quality and the Director of Risk and Compliance to support organizational quality oversight, patient safety monitoring, complaint and grievance review, regulatory compliance activities, and organizational reporting requirements.

Develop and present Behavioral Health quality, patient safety, grievance, audit, care coordination, training, and performance improvement reports to leadership and designated organizational committees.

Escalate significant quality, patient safety, compliance, grievance, or operational concerns through established organizational processes and participate in audits, investigations, and other oversight activities as required.

Attend meetings, training sessions, and community activities as required and perform other related duties as assigned.

Qualifications

Required Skills/Knowledge/Abilities: Demonstrated knowledge of AHCCCS, Medicaid, Behavioral Health quality, clinical documentation, patient safety, and payer or regulatory standards.

Experience with clinical documentation review, chart audits, incident review, quality-of-care concerns, complaints or grievances, and quality improvement monitoring.

Ability to interpret and apply state, federal, payer, and organizational requirements while recognizing when enterprise or legal interpretation is required. Ability to exercise professional judgment, maintain objectivity, protect confidentiality, and escalate concerns through established processes.

Ability to analyze trends, identify risks, communicate findings clearly, and translate findings into practical improvement activities. Experience in integrated care, an FQHC, or community Behavioral Health setting preferred.

Proficiency with Microsoft Office and the ability to learn electronic health record, reporting, compliance, and training platforms. Ability to organize and prioritize work, delegate appropriately, and assign resources in support of short-term and long-term goals.

Effective written and verbal communication with staff, providers, leaders, external partners, health plans, auditors, and regulatory representatives.

Education and Experience: Master's degree in psychology, social work, counseling, nursing, healthcare quality, healthcare administration, or a related Behavioral Health or clinical field required.

Must meet one of the following clinical designation pathways: Behavioral Health Professional (BHP) as defined by Arizona Administrative Code OR Qualified Behavioral Health Technician (BHT) meeting AHCCCS/ADHS requirements Three to five years of Behavioral Health or related clinical experience required.

Minimum of three years of experience in healthcare quality, Behavioral Health compliance, clinical auditing, patient safety, regulatory programs, or a related area required. Prior leadership, supervisory, or program-management experience required.

Experience with AHCCCS audits, Behavioral Health clinical chart audits, IAD reporting, quality-of-care reviews, grievances, and quality improvement plans preferred. Independent Arizona Behavioral Health licensure or certification in healthcare quality, compliance, patient safety, or process improvement preferred.

Other Requirements: New Hires are required to pass pre-employment background check and drug testing (effective 11/1/2022). Current Level 1 Fingerprint Clearance Card or must pass fingerprint clearance within 7 days following hire.
