Director of Community Behavioral Health

We are looking to hire a Director of Community Behavioral Health (DCBH) to optimize services for our clients across our programs. The DCBH will have regular, structured meetings with staff to discuss treatments and professional issues and will guide clinicians to assess clients’ mental health, develop suitable treatments, and make referrals. The DCBH will select, train, evaluate, discipline, and motivate staff.

To be successful in this role you need to display strong leadership and make prudent decisions to maintain clinicians who can adequately fulfill clients’ treatment needs. Top candidates will be organized, knowledgeable, and excellent communicators. You will also ensure the quality of clinical documentation at all times.

Duties & Responsibilities

Program & Staff Management

● Hire, train, and supervise Behavioral Health team, including conducting annual performance evaluations, ensuring training needs and requirements are met, and recommending personnel actions, as appropriate.

○ Develop and implement a system to evaluate the skill, experience, and professional development needs of all Behavioral Health staff.

● As necessary, develop objective performance measurements across all sites to assess program quality.

● Ensure Behavioral Health staff work within the framework of the agency’s mission, vision, and values.

● Fulfill leadership duties when a position is vacant; support other staffing needs on an emergency basis, as needed.

● Communicate effectively and conscientiously utilizing strength-based language and philosophy throughout all aspects of program management and supervision.

Clinical Supervision

● Overseeing and reviewing practitioners’ work procedures.

● Counseling, motivating, and disciplining practitioners, and referring advanced issues to upper management.

● Ensuring clinicians comply with licensure and registration requirements.

● Ensuring compliance, accuracy, and quality of clinical documentation.

● Developing programs and ensuring compliance with procedures and policies.

● Implementing the IDM model to track associate progress and development over time — supervisors can regularly check in on areas like clinical skills, confidence, and case understanding to guide supervision.

Community

● Represent, or ensure representation in, relevant coalitions, policy discussions, city and community hearings, and advocacy opportunities.

● Develop and implement strategies that will maximize synergy among all Behavioral Health programs and other agency departments.

● Maintain responsibility for ensuring that all programs and services have a defined service delivery model and operate within the construct of 3rd Street’s mission, vision, and values.

● Ensure all programs focus on client-centered services that are needs-driven, strength-based, and culturally relevant.

● Establish a harmonious working relationship with the community and coordinate services with appropriate community-based organizations as needed to highlight the value and purpose of programming.

● Participate in the delivery of, and attendance at, trainings for the purposes of agency, professional, and personal development.

Fiscal & Administrative Responsibilities

● Manage program contracts, including leading contract negotiations, meeting reporting requirements, and ensuring compliance and adherence to all relevant policies and procedures.

● Work with program leadership and finance staff to develop and monitor budgets to ensure they are within budgetary constraints on a minimum of a monthly basis.

● Work with development staff to identify and seek additional funding for organizing work, including participation in gathering data for reports and identification of potential donors.

● Foster strong relationships with funders; act as a liaison between program and funders.

● Responsible for assuring the maintenance of records and other administrative requirements of all programs.

● Responsible for ensuring compliance with documentation and charting requirements for all funding streams.

● Responsible for ensuring contract compliance with all funders, including grant management, presentations, and reports.

● Lead the development of new programs and services.

● Lead the annual budget planning process in collaboration with the finance team.

● Ensure services are provided in collaboration with all applicable funding streams and regulations.

Strategic Input

● Develop the Behavioral Health department’s strategic direction by assessing program performance, identifying service gaps, supporting staff and program growth, and ensuring the work aligns with the agency’s mission and long-term strategy.

● In partnership with the Assistant Director of Behavioral Health, develop strategic program-specific goals and timelines; as necessary, support the Behavioral Health team with implementation of plans.

About You

● Skills, Knowledge, and Abilities (SKA): o Provides clinical supervision through a structured developmental model, translating case-level observation into staff coaching. o Ability to negotiate, manage, and report on multi-year, multi-funder contracts. o Skill in building, monitoring, and forecasting department and program budgets. o Excellent written and verbal communication across clinical, administrative, and funder audiences. o Compassionately de-escalate and respond to clinical crises. o Knowledge of California licensure, scope-of-practice, and clinical documentation standards for behavioral health practitioners. o Knowledge of evidence-based treatment modalities appropriate for children, transition-age youth, and families in community mental health settings. o Understanding of San Francisco behavioral health funding structures and the compliance requirements that come with them. o HIPAA and other confidentiality and privacy regulations governing clinical records. o Care for and commitment to the demographics, needs, and community context of the Bayview Hunters Point youth 3rd Street serves. o Ability to exercise sound clinical and administrative judgment under ambiguity or incomplete information. o Lead, develop, and hold accountable a multidisciplinary clinical team. o Ability to represent the department credibly to funders, city partners, and community stakeholders. o Ability to manage competing priorities across multiple grants, programs, and sites at once. o Model and reinforce a strength-based, culturally responsive, and trauma-informed approach to service delivery.

● Education & Experience: o Master’s degree in psychology or related field, or equivalent combination of experience and education. Doctoral degree in psychology or related field preferred.. o Appropriate licensure (e. g.

LMFT, LMSW, etc) from the applicable licensing authority. o In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPAA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day of employment. o 5+ years of supervisory experience in a similar role. o Proficient with supervision, service delivery, and case management fundamentals. o Proficient knowledge of applicable laws. o Strong people skills. o Outstanding communication skills, both written and verbal. o Valid driver's license.

● Physical demands: o Ability to lift, transfer, push/pull, maneuver, and reposition 25 lbs. o Ability to reach, bend and walk. o Must be vaccinated against COVID-19 (except for candidates with valid medical and/or religious exemptions).

● Availability: must be available to work outside of regular business hours on occasion.

General Info

● This position is a salaried, exempt and full-time role.

● This position location is our Annex office. This position requires travel to multiple sites in the city.

● This position reports to the Chief Program Officer.

Compensation and Benefits

● We anticipate hiring within a range of $155– $180, depending on experience, qualifications, and internal equity.
